The Newburgh Area Transit System provides critical connectivity for area residents to commercial, employment, educational, and other essential destinations. The system has run with only minor changes for years, and ongoing new developments as well as new travel patterns brought about by the COVID pandemic provide the context for assessing the structure of the fixed route system and considering updates. This report presents the findings of that assessment and provides recommendations for improvements based upon stakeholder and public engagement as well as quantitative analysis.
